According to the NCAA's expanded rules, replay officials will have the authority to make a targeting call from the booth, and also to determine whether there was intent to target.
Collaboration by replay officials with the centralized conference command center will also be allowed.
Tablets, laptops, and video will be allowed in coaches' boxes and in locker rooms, but not on the sidelines, according to USA Today.
Rule changes will take effect for the 2016 season, but they were proposed by the Rules Committee in 2015. They want coaches to be informed of the changes before the season begins.
Previously coaches complained that the rule changes caught them by surprise.
Replay officials already can make calls in several situations, including 12 men on the field, passes beyond the line of scrimmage, and early blocks on kickoffs.
Other rule changes include:
* Players can no longer block below the waist outside the tackle box.
* The definition of a "defenseless player" is expanded to include any player who slides feet first to end a run, not just a quarterback.
* Deliberate tripping to make a tackle will be penalized.
Emphasized but not a rule change is the ineligible player downfield. Officials should call the rule strictly at 3 yards.
